The report was the product of 3 years’ work of the Pyramid Review sub-committee, which had evaluated the pyramid of domestic football in Wales in line with the key strategic objective “Stronger and sustainable domestic game.” (More Than a Game Strategic Plan).
At the meeting, FAW Council agreed the following recommendations:
Restructure the Welsh Football Domestic Pyramid and management structure
FAW to run Tier 2 of the Pyramid from 2019/2020
Agree the definitions for each stage of the Pyramid
Agree a timetable for implementation
Community Game Board to review Tier 4 and below
Pyramid Review Working Group to continue to update with progress
A period of consultation with all clubs affected

The definitions for the three Tiers of the Pyramid were agreed as:
Tier 1
Full Member Clubs who have obtained the Tier 1 licence playing at National League level, aspiring to play in European football. The League is administered by the FAW.
Tier 2
Full Member Clubs who have obtained the Tier 2 Ground Regulations and playing at National League level, aspiring to play at Tier 1 of the Pyramid. The League is administered by the FAW with a Tier 2 licence a potential future development.
Tier 3
Full Member Clubs who have obtained the Tier 3 Ground Regulations playing at Regional League level, aspiring to play within the National System. The League is administered by a Directly Affiliated League, on behalf of the FAW.
The structure and criteria for Tier 4 and below to be discussed by the FAW Community Game Board.
The FAW will commence a period of consultation with all clubs affected this month.
